acually it wouldnt be perpetual motion. you could acually argue either way of which type of the energy the foot on the ground is. potential or kinetic? because its not moving, so therefor your original thought might be potential…..but the foot on the ground is the one propelling the body forward. so therefor kinetic. and the foot coming forward off the ground is kinetic because your leg muscles are moving it forward…but its also setting up the energy required to propel the body forward, there for potential.

so the constant part only applies to the “rest of the time”
